The morning session of the first day of the conference was devoted to discuss the first annual report in a “Monitoring EU Telecoms Policy” series which will allow a regular examination of the work of the European Commission in the field of ICT’s regulation and competition, covering also the ERG and the European Parliament work. Every year, a report will be written by a group of economists known for their works on regulation and competition in telecommunications and media markets. The views expressed in the report will be those of the authors writing in a personal capacity. The annual NEREC Research Conference will provide a platform for discussing the report and presenting it to the broader public and the media.

Commissioner Reding on Digital Europe: Europe’s Fast Track to Economic Recovery
The Lisbon Council: Viviane Reding, European commissioner for telecommunications and media, delivered The 2009 Ludwig Erhard Lecture, the Lisbon Council’s flagship event on economic modernisation. In her landmark address, Commissioner Reding shared her thoughts about forthcoming initiatives on the digital dividend, high-speed broadband Internet, intellectual property rights in the digital age, and m-commerce. She also discussed the broader picture of the challenges the European Commission will need to meet in the next five years; and in particular the role she would like consumers to take in the evolving single market online.

UK: Ofcom has published a statement on the regulatory environment for next generation access (“NGA”) investment. Ofcom’s approach to NGA regulation is to allow wholesale pricing flexibility to enable returns appropriate to the considerable risks of building new networks (but constrained by the market in the interests of customers) and to ensure that any regulatory pricing allows investors the opportunity to earn a rate of return that genuinely reflects the cost of deployment and the associated level of risk.
